雲林縣沿海鄉鎮因鹽害、塵害等因素，供電設備較容易鏽蝕，時常造成停電、跳電等電力中斷事故，10月13日台西鄉就發生饋線跳脫，導致近3,000戶家庭受停電影響。透過立委蘇治芬向台電公司反應，台電在台西鄉公所召開改善說明會，鄉長趙瑞和、縣議員黃淑鈴、鄉代吳政展等人與會，肯定與感謝台電公司共計編列近千萬元，就老舊受損電桿電線等電力設備進行更新維護。
立委蘇治芬指出，縱觀整個報告仍有個小小缺憾，關於台西1,000多公頃的養殖漁塭，近年來常在風災過後深受停電所苦，而復電速度亦無法即時回應產業需求，台電並未就這方面的問題編列足額預算處理，因此建請台電務必迅速補足預算改善，滿足漁民及產業的需求。
蘇治芬亦要求台電針對四湖鄉、水林鄉及口湖鄉等沿海三鄉鎮，比照過去麥寮和台西立即編列經費啟動電力設施全面盤整。
